Initiatives for Skills Development by Government of India

There is a growing demand of skilled workers in the fourth industrial revolution. Ask automation is increasing and AI to soon take over industries, it is a known fact that menial jobs or unskilled jobs are going to be replaced by robots. In such case, there is a strong need of skilled people at work. Who not only do their jobs well but also be creative at the same time. Government of India has been focusing a lot on skills development through its various schemes. 

Ministry for Skill Development & Entrepreneurship (MSDE) is focused on enhancing employability of the youth through skill development. Under MSDE, number of initiatives launched by the government which are empowering India's youth with skill sets which help them to be employable and productive in their work environment. This article aims at giving an overview about various initiatives launched by the government for skills development. 

Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

PMKVY is the flagship scheme of the MSDE. Under this scheme, a large number of Indian youths can undergo industry relevant skill training which will facilitate employability in them. The scheme is being implemented through NSDC. PMKVY skill development centers also provide short-term trainings, Kaushal and Rozgar Mela, placement guidelines and monitoring guidelines. It aims to benefit 10 million youth. Recognition of Prior Leaning (RPL) is introduced as an assessment to recognize prior learning or skills experience initiated under MSDE. Under this, training and assessments fees are completely taken care by the government. 

National Apprenticeship Promotion Scheme (NAPS) 

NAPS Scheme has been started by MSDE in August 2019 to promote industry connect and sustainable model of skill development. Government of India provides financial benefits for apprenticeship under this scheme. 

Pradhan Mantri Yuva Yojana (PM-YUVA)

PM-YUVA scheme aims to educate and equip early stage entrepreneurs to support the new and aspiring entrepreneurs. For financial assistance, candidates are linked to MUDRA scheme to get assistance in initial business funding. 

Indian Institute of Skills (IISs)

IIS is the first of its kind college for skills education to be set up by MSDE. The ministry has approved a proposal of to set up skills development institutes in 3 cities – Mumbai, Kanpur and Ahmedabad. IISs will focus on providing advanced skills in specialized areas like aerospace, defense, oil & gas and other business domains. They aim to emerge as premier training institutions in the country for vocational trainings. They will be set up as public private partnership and are expected to train around 5000 students every year with 70% campus placements offering competitive salary. 

Pradhan Mantri Kaushal Kendra (PMKK)

MSDE is establishing visible and aspirational Model Training Centers in every district of the country under PMKK scheme. These model centers will create institutions for competency-based skill development training focusing on quality and sustainability. 600 training centers have been established till now all over the country. For women, trainings for being beauticians, tailors, therapists, hair stylists, yoga trainer etc. have been started recently in PMKKs.

Skills Acquisition and Knowledge Awareness for Livelihood (SANKALP) 

Project SANKALP focuses on operationalizing mandates of National Skills Development Mission (NSDM). Objective of this project is to strengthen institutional mechanisms at national and state levels building pool of quality trainers and assessors for creating and establishing skills training activities and monitoring and evaluation system for training programs. SANKALP also aims to provide access of skills training opportunities to the disadvantaged sections and support Make in India initiative by catering to skills requirements in manufacturing sectors. This project is supported by World Bank.

Besides these, Government of India is also taking initiatives for entrepreneurship development to foster entrepreneurship ecosystem in the country which will educate and support early stage entrepreneurs and catalyze peer learning, mentoring and networking.
