Semicon India advisory committee

Context

Recently, the Ministry of Electronics and Information Technology has formed an advisory committee of experts to carry forward the country's vision of making India a global leader in semiconductor manufacturing, design and innovation.

Semiconductor and display manufacturing in India

  • The Union Cabinet recently approved the ‘Semicon India’ programme, which will spend a total of 76,000 crore to strengthen the country’s semiconductor and display manufacturing ecosystem.
  • Within Digital India Corporation, a specialised and dedicated “India Semiconductor Mission (ISM)” has been established to drive India’s ecosystem development strategies.
  • The group would meet at least once every three months to provide crucial insights to help India’s ecosystem expand sustainably.
  • The newly created Advisory Committee will lead the objectives in a systematic, efficient, and strategic manner, the government stated in a statement.

About Advisory Committee

  • The Committee is mandated to provide key inputs for building a resilient supply chain, promoting investments, financing mechanisms, global engagement, research & innovation, and IP generation for the semiconductors and display ecosystem and enable an ecosystem to support startups and MSMEs.
  • The committee’s term will be one year, after which it will be reformed with the Minister of Electronics and Information Technology’s consent.
  • It will help the ISM executives achieve their goals in a systematic, efficient, and strategic manner. 
  • It shall also provide insights and suggestions to develop a sustainable semiconductor and Display ecosystem in India. 
  • The 17-member committee of experts, comprises senior government officials, academicians as well as industry and domain experts.
  • It shall also provide inputs to the government in order to enable the building of a resilient supply chain, promote investments and ways of financing the semiconductor sector, research and innovation as well as intellectual property generation.
  • It shall work on various ways to enable and develop an ecosystem for semiconductor and display fabrication as well as for startups and micro, small and medium scale industries.

India Semiconductor Mission

  • India Semiconductor Mission(ISM) is a specialised and independent business division within the Digital India Corporation (a not for profit company set up by the Ministry of Electronics and Information Technology).
  • This aims to build a vibrant semiconductor and display ecosystem to enable India’s emergence as a global hub for electronics manufacturing and design.
  • The mission is authorised to negotiate with the applicants under the semiconductor fab scheme and the display fab scheme.
  • This mission has been given the autonomy to decide the appropriate technology mix, applications, node generation, capacity and propose the structure and quantum of fiscal support for the selected applicants.
